Blackheath Village Centre Upgrade
Through the Western Sydney City Deal and the Building Better Regions Fund, we are upgrading Blackheath Village Centre. This is an opportunity to improve the liveability and accessibility of this popular village centre.
Sutton Lane Car Park upgrades - 13 November to 8 December 2023.
As part of the Blackheath Village Centre Upgrade Project, Sutton Lane Carpark will be closed from Monday, 13 November 2023 to Friday, 8 December 2023.
During this time, there will be no access to the carpark.
This necessary upgrade work is being prioritised to ensure it is completed as quickly as possible.
The upgrade work includes:
- Resurfacing and repairing the carpark.
- Reconfiguring the carpark to provide more parking spaces.
- New line marking which will also clearly identify accessible parking bays and the turnaround bay.
- Installing improved signage.
We greatly appreciate the community’s patience as this work is completed. Please be assured we are working with our contractor to ensure the work is finished as soon as possible.
Start of the upgrade work

Construction of the liveability, safety and accessibility upgrades in Blackheath Village Centre has commenced and is expected to be completed in December 2023.
What work will be taking place?
The work is being delivered in several stages at different locations within the village centre. Please find below a summary of the upcoming construction works:
- Upgrades to the facilities and landscaping of the Great Western Highway road reserve. This is the area adjacent to Neate Park that runs along the highway to the Rotary Clock Corner (the southwest corner of the Great Western Highway and Bundarra Street intersection).
- Renewal of the Sutton Lane Car Park (South side of Sutton Lane).
- A new pedestrian crossing at the intersection of Sutton Lane and Wentworth Street.
- Formalisation of on-street parking along Station Street, between the station commuter carpark and the intersection of Bundarra Street and Station Street.
- Footpath renewal and on-street parking upgrade on Gardiner Crescent at the frontage of the Blackheath Community Neighbourhood Centre.
- Renewal of the footpath along Wentworth Street.

Construction works will take place between 7am – 6pm Monday to Friday and 8am – 1pm on Saturdays.
Construction traffic will be managed by Council’s contractors who have been engaged for the upgrade works. Some noise and vibration will occur from the construction works. However, active efforts will be made to eliminate and mitigate noise and vibration where possible.
Please note that the planned works for the Wentworth Street and Govetts Leap Road intersection and crossings is still under development and procurement. Further updates to be provided as details are confirmed.

Wentworth Street and Govetts Leap Road intersection (works package 3) update

The Blackheath Village Centre upgrade has progressed into a detailed design phase, including improvements to the Wentworth Street and Govetts Leap Road intersection. This option was the approved design to meet traffic engineering, pedestrian compliance and accessible outcomes. To see the design, view the information flyer.
The detailed design for the other work packages continues and more information will be shared with the community when available.
