Consultation has concluded

The Council-owned car park known as Pioneer Place is centrally located within the retail precinct of Katoomba. Council has prepared a Draft Pioneer Place Stage 2 Public Domain Masterplan. It is on Public Exhibition from 3 June to 1 July, with Submissions received until 15 July.

Stage 2 refers to Upper Pioneer Place (see map in the Survey section). This follows on from the Masterplan process for Lower Pioneer Place, which included the redevelopment of the area containing Woolworths/ Big W, the Post Office and Liquorland.

Council is keen to receive feedback from land holders,business owners, residents and the general community to comment on this plan.

How to make a submission

Submissions need to be clearly marked ‘Draft Pioneer Place Katoomba Stage 2 Public Domain Master Plan – File F00752’, and can be submitted by the following ways:

    The aim of the Masterplan for Upper Pioneer Place (Stage 2) is to set a clear framework for upgrading the site to address current and future needs.

    Key objectives include :

    • Improve traffic flow and parking;
    • Improve pedestrian connections
    • Upgrade infrastructure in accordance with Australian Standards;
    • Continue the urban design detailing of Pioneer Place e.g kerb and gutters, footpaths, tree planting, street furniture and signage;
    • Examine future needs for public and private parking and precinct amenity ;
    • Provide  additional outdoor open space for dining, resting or meeting; and
    • Examine ways to enhance laneways as active pedestrian thoroughfares.

    Council is intending to hold a display of information in a drop-in centre type format at the completion of the draft design phase.

    Wider community comment regarding the draft Masterplan process for Pioneer Place (Stage 2) will also be sought at this forum, and it is proposed to then place the draft Masterplan on public exhibition seeking proactive community input in early 2015.
