Springwood Town Centre Masterplan

Consultation has concluded.

Blue Mountains City Council has engaged a team of consultants, led by McGregor Coxall to develop a masterplan for Springwood Town Centre. Since May 2015, the masterplanning team and Council staff have worked with the local community, businesses and organisations to develop the draft masterplan.

Through engagement sessions held in May, June and August 2015, the community helped the masterplanning team to gain an understanding of the opportunities, challenges and big ideas for the town centre and provided a sounding board for the masterplan strategies.

The draft masterplan provides a vision for the Springwood Town Centre and when finalised, will provide guidance for the development and management of public spaces and Council assets. It will also guide public and private development in the centre.

The Vision identified in the masterplan is to create “A vibrant town centre that reflects Springwood’s welcoming community atmosphere and celebrates its natural bushland setting of the Lower Blue Mountains.”

The draft masterplan provides a long term framework for the thinking about the future decisions for Springwood Town Centre and provides key town centre strategies and delivery guidance for 6 place vitality criteria:

  1. Natural environment
  2. Culture
  3. Built Form
  4. Public Domain
  5. Access & Movement
  6. Economic Development

Together with these actions are three investigation sites that demonstrate the potential to sensitively revitalise Springwood Town Centre. They also test the proposed town centre strategies and delivery guidance. The three investigation sites are as follows;

– Investigation Site 1: Commuter Car Park

– Investigation Site 2: Northern Car Park and Adjacent Land

– Investigation Site 3: Southern Car Park
