I wonder if a climbing structure is the best use of this space for the older kids. Perhaps equipment that has more variety and movement- swings, slippery dip, whirly gig? These are the sorts of things that seem really popular in parks for kids of all ages. Also, the 0-5 year equipment all seems pretty focussed on the '0' end of the spectrum. Kid 3-5 like to climb and swing and slide... I know with the limited space and budget that you can't please everybody, but if I could change anything I'd add a structure for the 'in-betweens', something with steps to climb, bars to swing off, and a slippery-dip that groups of slightly older kids could play on together.
