Blue Mountains City Council has been developing a Local Area Traffic Management (LATM) study for the Leura Village precinct.

The development of LATM studies are a key action from the Blue Mountains Integrated Transport Strategic Plan and assist in improving safety and minimising traffic issues within town centres. This study will take a holistic, evidence-based assessment of current traffic conditions in the town centre and outline a framework of targeted solutions to alleviate current traffic and transport conflict and improve the overall amenity of Leura Village.

In 2018, community consultation occurred to better understand the existing traffic and transport related issues in Leura. Using this information, along with the data that was collected, a list of potential LATM options or recommendations was developed. This formed part of the Leura LATM Options Report which also presents the assessment outcomes of the existing infrastructure, traffic behaviour, stakeholder engagement process outcomes and the proposed options to be further investigated. The options outlined in the Options Report aim to improve the overall safety for all road users, provide greater pedestrian and cyclist friendly facilities and manage strategies around tourist coaches.

Following a review of the Options Report, a few options were identified as requiring further investigation using a traffic model to better understand the impacts to the road network. This led to the Leura LATM Traffic Modelling Study. The aim of the study was to conduct a technical assessment of the road network performance, given the implementation of the LATM recommendations that proposed network changes. As part of the modelling study, an existing conditions analysis was undertaken to review current road network conditions, pedestrian activity, tourist coach activity and the forecast land use changes based on proposed developments in the area at the time. A technical review was also conducted on the road network recommendations before modelling.

The work from the Leura LATM Options Report and Leura LATM Traffic Modelling Study informed the development of the final LATM options that are being proposed during this consultation period.

The study is currently on public exhibition and Council welcomes your thoughts.

    Council is conducting two community drop-in Information sessions at the Leura Uniting Church Hall (corner Megalong & Grose Streets Leura). These sessions will happen on:

    Information session 1 - Tuesday 31 May | 9am to 12pm

    Information session 2 - Wednesday 1 June | 6pm to 9pm

    The Leura LATM options that are being considered will be available for viewing, and Council staff will be present to discuss the options with you. See Key Dates to the right of this page for more information on the community consultation.
