We would like to invite you to provide comments on the draft Sustainable Procurement and Contracts Policy and Framework before they progress towards approval by Council for Public Exhibition.

Target audience: This consultation is open to all staff.

Background: The current Strategic Procurement Policy was last adopted in 2019 and due for renewal in 2021 in line with being reviewed every 2 years. The updated Policy and relating Framework provides a ‘one stop shop’ for staff when carrying out procurement activities, referencing and mapping all the various related forms, legislation and regulations.

The Policy applies to all Blue Mountains City Council officers and representatives who have delegated authority to purchase goods, services and works and manage the associated contracts on behalf of BMCC. It commits every individual involved in procuring and managing contracts to take responsibility for sustainable procurement & contract management by demonstrating the Economic, Environmental, Social and Governance impacts of any purchase of goods or services.

Purchasing decisions that consider these factors will ensure BMCC are delivering on our commitment to Planetary Health through consistent procurement and contracting practices.

The key update to the policy is strengthening and prioritising the sustainability frame and the inclusion of the Planetary Health focus. The Policy now sits clearly within the Framework which also includes Sustainable Procurement Lifecycle Consideration and Guide with live links to relevant documents within the flow chart.

It is anticipated that this policy will be endorsed by Council for Public Exhibition, prior to being adopted by Council and placed on the Internet.
