The Masterplan

The development of the Blackheath Village Centre Masterplan was completed in 2017 and is available for viewing on this site in the Document Library. The process involved extensive consultation, including feedback groups, public exhibition, open workshops, and specialist consultants.

Council has recently secured funding from two separate grants amounting to just under $3.5 million. This will all go towards implementing the objectives of the Blackheath Masterplan.

The main objectives are:

  • Improve public amenity and activation of town centre
  • Improve traffic and pedestrian circulation
  • Improve parking efficiency

A concept plan of the proposed works can be viewed on this site in the Document Library.

Works include:

  • Upgrading and extending shared paths
  • Paving
  • Street planting
  • Traffic calming
  • Intersection works
  • Town square
  • Bollard lights

Progress:

  • A traffic study for the area is being finalised to help inform the detailed design
  • The tender for the detailed design has recently gone to market
  • It is anticipated that the 50% design will go to Councillors, key stakeholders, and the community via local exhibition in shops and online in August 2019
  • Construction isn't expected to start until 2020
