Leura Local Area Traffic Management Study

Blue Mountains City Council is currently developing a Local Area Traffic Management (LATM) study for the south Leura village precinct. The development of LATM studies are a key action from the Blue Mountains Integrated Transport Strategic Plan, and will assist in improving safety and minimising traffic issues within town centres. This study will take a holistic evidence-based assessment of current traffic conditions in the town centre, and will outline a framework of targeted solutions to reduce traffic conflict and improve the overall amenity of the Leura village.

Traffic data including vehicle speeds, traffic volumes and travel times has been captured as a part of this project, and will be used alongside observations of traffic issues to develop a recommended list of works to improve all aspects of transportation in Leura.

The concept of 'Link (Movement) and Place' will provide a basis for this assessment and recognises that roads serve an important 'place' function. Places for people, like Leura Mall, perform intense place functions with highly significant local pedestrian movements.

Additionally, a traffic model will also be developed using Aimsun as a tool to assess congestion ‘hot-spots’ and mitigation options within the study area.

A general overview of parking in the Leura village will be considered as part of this plan, however a more detailed Parking Precinct Plan will be developed in 2019 to manage resident and visitor parking.

Stage 1 Consultation Results:

The Project Team held two community workshops at the Leura CWA Hall on 15 November 2018. The workshops were well attended, with over 140 comments recorded. Participants were asked to identify traffic issues and provide their opinion on ways to improve the safety and amenity of the Leura village.

Submissions were also received through the Have Your Say submission form, letters, and through the interactive Social Pinpoint Map. All submissions, including those recorded at the workshops, can be viewed on the map here.
