Target audience: This consultation is open to all staff.

Background: The Fee Waiver & Reduction (Hardship & Community Benefit) Policy replaces the Fee Waiver/Refund/Reduction (FWRR) management system and the Statement of Principles - Waiving of fees. It applies to members of the community and non-profit organisations experiencing hardship or providing community benefit.

The policy relates to fees as set out in the annual schedule of Fees and Charges. This policy does not cover or replace any fee waiver or reduction categories and circumstances already outlined in the Fees and Charges, nor does it relate to Annual Rates and Charges.

‘Blue Mountains City Council (Council) may waive or reduce fees set out in the annual Fees and Charges in cases of hardship or any other category where the Council has determined payment should be so waived or reduced, in accordance with section 610E of the Local Government Act 1993 (NSW) and this policy.’

The key update to the policy is to simplify the process and form and align it with other updated related policies and the schedule of Fees and Charges as well as merging all related policy documents.

It is anticipated that this policy will be endorsed by Council for Public Exhibition prior to being adopted by Council and placed on the Internet.
