Consultation has concluded

The Southern Escarpment Masterplan is a strategic planning initiative by Blue Mountains City Council. The Masterplan will guide the future development and management of nature and culture based recreation, and tourism, at major visitor destinations in Katoomba, Leura and Wentworth Falls.

The Southern Escarpment is located within the Country of the Dharug and Gundungurra peoples. We recognise that the Dharug and Gundungurra Traditional Owners have a continuous and deep connection to their Country and this is of great significance to Aboriginal people, both locally and in the region.

The Southern Escarpment Masterplan is one of a number of planning projects that Council is currently undertaking that will shape the future of the City. The Southern Escarpment Masterplan is being coordinated with the Katoomba Masterplan and the Echo Point Plan of Management.

The purpose of the Southern Escarpment Masterplan is to:

  • coordinate planning for nature and culture based recreation and to prioritise recreational infrastructure upgrades across the precinct.
  • guide delivery of recreational infrastructure to improve amenity for residents while supporting the visitor economy and local economic development.
  • provide a strategic planning document that will attract and support public and private sector investment in the visitor economy.

This means that Council can address the growing demand on visitor facilities and ageing recreation and tourism infrastructure that do not meet current safety and accessibility standards, current patterns of visitor use and expectations.

Council recently sought your input into the Masterplan through a survey. This survey is now closed.

    Precinct and Locality Plans

    The Southern Escarpment Masterplan is a long term strategic planning document that will guide future design and development of Council owned and operated public spaces and visitor destinations on the southern side of Katoomba, Leura, and Wentworth Falls. Due to the large scale of the Masterplan, sites within the Masterplan are being treated in a hierarchy and include Precinct Plans and Locality Plans. Precinct Plans are typically characterised by:

    • high levels of visitor use
    • significant level of existing facilities and close proximity to public toilets
    • a destination with multiple recreation or tourism options
    • connections to other attractions or tourism opportunities
    • connections to public transport.


    By comparison, locality plans will be developed for the simpler sites and reflect the more low key nature of those sites. Locality plans are typically characterised by:

    • singular destination or attraction
    • short term visitation
    • good connection and accessibility with transport links and nearby attractions
    • supporting infrastructure to accommodate visitor use.

    Consultation on the development of the Southern Escarpment Masterplan has three (3) phases. Phase 1 is now in progress.

    Consultation Phases
    Phase 1A Prior to preparation of the Masterplan, consult with the community and stakeholders to identify key issues and establish values to inform the Masterplan. (COMPLETE)
    Phase 1B
    Consultation on Pre Design / Scoping stage for Precinct and Locality Planning Phase
    Phase 2 The exhibition of the draft Masterplan to provide an additional opportunity for stakeholder feedback and comment.
    Phase 3 Finalisation of the Masterplan to notify of consultation outcomes and how these were incorporated in the final Masterplan.
