Amendment to Springwood Golf Course Plan of Management

At its meeting on the 18 August 2015, Council adopted a Plan of Management [POM] for the Springwood Golf Course site. This report advises Council of a proposal to advertise amendments to the POM to address a mapping irregularity, which has been raised by representatives from the Springwood Country Club Limited [SCCL].
The subject land has operated as a golf course since 1905 and is subject to a lease between Blue Mountains City Council and SCCL, which was executed in October 2016 and will expire on the 28 January 2036.
The land in question is classified ‘Community land’ under the Local Government Act 1993. The Act requires a POM to enable Council to lease ‘Community land’. The current POM for the site is attached to this report. The current POM meets all of the requirements of the Local Government Act, in that it describes the values mentioned above, discusses the issues and opportunities associated with each value, and provides a policy to protect those values.
SCCL has requested that the POM be amended to correct the depiction of part of the course as “bushland” and suggest that it should be identified as “general community use”. The categorisation of the land within the golf course is depicted in the marked up aerial photograph found on page 9 of the current POM. Specifically the 6th tee, fairway and green are all located within a part of the course that is obscured by trees. As a result, the tee, fairway and green are marked “bushland category” on the aerial photograph within the POM.
The POM adopts two categories of land, for the purposes of s36 of the Local Government Act 1993 [LGA]. Those two categories are “bushland” and “general community use”. The proposed amendment would change the category of the land on which the 6th tee, fairway and green are located, from “bushland” to “general community use”, making it consistent with the current and intended land-use
