Council has prepared a draft Planning Proposal to make changes to the status of properties identified as within existing Period Housing Areas in Council’s Local Environment Plan 2015 (LEP 2015).

It is proposed that the majority of properties currently identified as Period Housing be converted to new heritage conservation areas (HCAs). These changes are in response to a requirement of the NSW Department of Planning and Environment to convert existing Period Housing Areas (PHAs) to heritage conservation areas (HCAs), which arose during the preparation of LEP 2015. This requirement reflects the NSW governments’ standardisation of local provisions through the Standard Instrument LEP, which does not recognise Period Housing as a Protected Area. The Department has inserted a ‘sunset clause’ into LEP 2015 that repeals the Period Housing provisions within Clause 6.18 of the LEP in February 2019.

To ensure there are ongoing protections for properties currently identified as Period Housing, it is necessary to convert existing Period Housing to heritage conservation areas. To ensure the heritage values of the properties within Period Housing Areas meet the required criteria, Council commissioned a pair of complementary reports by heritage consultants in 2014 and 2017. The studies confirmed that the Period Housing Areas overall had high heritage values and met the criteria for conversion to heritage conservation areas.

The conversion of Period Housing to heritage conservation areas is the primary mechanism for ensuring ongoing statutory protection of the established historic character of these heritage-significant buildings and local village character.
