Consultation has concluded

Blue Mountains City Council presents the draft Plan of Management (PoM) for Katoomba Showground for community review and comment via submission.

Under the Crown Land Management Act 2016 (CLM Act), Blue Mountains City Council (Council) has been appointed ‘Crown Land Manager’ to 145 crown reserves. The CLM Act authorises the Council to manage these Crown Reserves as if it were public land under the Local Government (LG) Act 1993.

Under the legislation, the Council was required to classify Crown Land as either Community Land or Operational Land (subject to Ministerial approval), similar to the Council owned land managed under the LG Act. The Council was then required to provide an initial categorisation for the Community land. A public hearing into the categorisation of the Council Community land and Crown Reserves was required.

The classification and categorisation of the Crown Reserves appointed to the Council as CLM were endorsed at the Ordinary Meetings of Council on 28 May 2019 and 25 February 2020. The proposed categories for the Crown Land Reserves were subsequently submitted to Crown Lands for land-owners consent. Land-owners consent was received in June 2020 for the proposed categorisations.

The Katoomba Showground Plan of Management (PoM) was previously exhibited and adopted by the Council on 29 March 2022. Since then, issues with the car park used by the Blue Mountains District ANZAC Memorial Hospital patrons and advice from Crown Lands identified a need to change the PoM (categories) to formalise the use of the carpark by the hospital.

The draft Plan of Management has been developed in accordance with the CLM Act and the LG Act. It describes the current condition and use of the site, permit appropriate activities and lease/licenses and describes how the site is being managed according to the objectives of each category.

This public exhibition period is opportunity for the community and interested parties to read the draft document and supply comment via submission.


Public exhibition dates

Opens Wednesday 8 October 2025 with submissions accepted up to COB on Friday 21 November 2025.
