Engineering Design Manual

Council is proposing to adopt the Western Sydney Unified Engineering Design Manual to replace the current Engineering Specification for Subdivision and Development Design.

The Engineering Design Manual provides guidelines to the minimum standards for the design of engineering works associated with private development in our local government area. It sits as a technical manual below the Local Environmental Plans (LEP) and Development Control Plans (DCP) and does not override any existing planning controls.

The Western Sydney Unified Engineering Design Manual has been developed as a project of the Western Sydney City Deal, which was an initiative of the State and Federal Governments with the input of 9 Western Sydney Council areas including Blue Mountains City Council. This was listed as priority project 4 - Uniform Local Government Engineering Design Standards, ‘The Australian Government will support council development of uniform, best practice local government engineering design standards to simplify the development assessment process, deliver better outcomes for local residents and reduce costs to homebuyers.’

Council’s existing engineering design specification, adopted in 1999, used the AUSPEC standard specification series. It has not been updated since adoption, and has become outdated. The Western Sydney Unified Engineering Design Manual provides the opportunity to adopt a more comprehensive and contemporary document for use in our local government area.

As the Western Sydney Unified Engineering Design Manual represents a substantive change to the previously adopted guidelines, it is being exhibited for public comment for 42 days, with submissions to be made to council within 60 days of the first date of the exhibition period.
