Draft Lincolns Rock Locality Plan
Council is seeking community feedback on the Draft Lincolns Rock Locality Plan as part of the public exhibition process.
Public Exhibition is open from Monday 9 to Sunday 29 March 2026.
Lincolns Rock is currently closed to the public until further notice while Council progresses planning for the long-term management of the site. The closure will remain in place until at least 30 April 2026, when it will be reviewed following the public exhibition period.
The Draft Locality Plan outlines a range of management scenarios for the future management of Lincolns Rock. These scenarios investigate and respond to the site’s increasing visitation and consider its environmental sensitivity, cultural significance, residential interface and public safety risks.
The Locality Plan aligns with the Lincoln’s Rock Plan of Management (POM) to guide conservation and visitor management.
Following the public exhibition period, the Draft Plan will be finalised with a single preferred management option. The selected option will be informed by community feedback and guiding principles including:
- Respecting and caring for Ngurra (Country)
- Protecting environmental integrity
- Enabling sustainable visitation and stewardship
- Supporting residential amenity
- Upholding public safety
- Facilitating financial viability

Background
Lincolns Rock is a large sandstone rock platform on the Kings Tableland plateau in Wentworth Falls. It is located on the escarpment, at the edge of the UNESCO Blue Mountains World Heritage Area and offers sweeping views over the Jamison Valley. The site holds significant cultural, environmental, and scenic values, and forms part of a broader cultural landscape with enduring significance to Traditional Owners.
Visitation to Lincolns Rock has increased significantly in recent years, driven largely by social media exposure, and the trend to seek cliff-edge or ‘wild’ photography opportunities. Once a small, little known local lookout with low visitation, the site is now an internationally recognised and sought after destination, with daily visitor numbers reaching 2000 people in peak holiday periods and between 200-300 people per hour at sunset, well beyond visitation at other similar sites.
Such rapid changes in the nature and volume of visitation are not unique to Lincolns Rock. Visitation trends and social media have altered how people travel and the destinations and experiences they seek, driving visitation to previously unknown destinations without the infrastructure or capacity to safely or sustainably cater to such volumes.
The purpose of this Locality Plan is to set the strategic direction for a site and establish short, medium and long term management actions. This Draft Lincolns Rock Locality Plan responds to existing pressures and establishes a framework to guide Council’s planning and decision making into the future.
