Target audience: This consultation is open to all staff.
Background: The Debt Recovery & Hardship Assistance Policy is a merging and update to the Debt Recovery & Writing Off and the Rates & Charges Hardship Relief Policies. This policy applies to all BMCC ratepayers.
Council has a responsibility to recover monies owing to it in a timely, fair and effective manner to finance the delivery of its services and facilities and ensure effective financial management for ongoing financial sustainability. This policy provides guidelines on Council’s debt recovery process, which aims to be effective, consistent and fair while minimising additional costs to ratepayers using informal action first.
Council recognises that there are cases of genuine financial difficulty requiring respect and compassion in special circumstances. This policy establishes guidelines for assistance in these cases under the principles of fairness, integrity, confidentiality and compliance with statutory requirements.
The key update to the policy is to merge and update two out of date policies and ensure alignment with the OLG Debt Management & Hardship Guidelines.
