Council is committed to facilitating the provision of housing that meets the needs of the community within our local government area. This commitment is inclusive of research and advocacy, as well as embedding actions in key strategic governing documents to encourage and facilitate affordable and diverse housing options.
Housing affordability is a significant and complex issue and one that requires meaningful intervention at a State and Federal Government level. Despite the limited levers available at a Local Government level to address this need, Council is committed to doing what it can.
The Affordable Housing Review 2023 (included in the ‘Document Library’ to the right of this webpage) provides context for housing affordability in the Blue Mountains. Recommendations from this review have informed the draft Affordable Housing Policy.
The increasing competition for land and housing resources resulting from household formation, demographic changes, and the relocation of people due to housing stress will further intensify the demand for affordable housing in the future. Recognising the market's failure to provide affordable housing for very low and low-income households, as well as many moderate-income households, the draft Affordable Housing Policy primarily concentrates on providing interventions through the planning system.
The draft Affordable Housing Policy provides Council with a framework to help increase the affordable housing supply in the Blue Mountains. It achieves this through a combination of planning instruments, Council processes and governance arrangements.
The draft policy sets out Council’s aspirations to assist with:
The growing number of residents experiencing housing stress.
The decline in housing affordability and the displacement of vulnerable populations.
Current and projected levels of unmet need for affordable housing.
