What is the Dog in Public Spaces Review?

    The DIPS review is an update of the Blue Mountains City Council’s 2017 Dogs in Public Spaces Strategic Plan. The review looks at how local parks, reserves and public spaces are used by dogs and their owners, ensuring safe and enjoyable spaces for everyone.  

    Why is the review being conducted?

    Community needs, park usage, and dog management practices have changed since 2017. The review aims to ensure that policies reflect current best practice, safety, accessibility, and the wellbeing of dogs, owners, and other community members.

    Who can provide feedback?

    Everyone is welcome to provide input, including: 

    • Dog owners 
    • Non-dog owners 
    • Visitors to the Blue Mountains 
    • Parents 
    • Sports clubs
    • Local community groups 
    • Businesses and service providers 

    What is the paid incentive being offered to participate in the March 2026 Forums?

    The paid incentive is for attendees who attend both in-person forums in Match 2026. It is a $100 gift voucher. More details can be provided once registered. 

    What topics will the review cover?

    The review will focus on: 

    • Off-leash and on-leash areas 
    • Dog access to public spaces 
    • Safety and signage 
    • Community education and dog owner responsibilities 
    • Strategies for managing conflicts between dogs and people 

    Will the review change the rules for dogs in parks?

    The review may recommend changes to dog access, signage, or management practices. Any changes will be based on community feedback and will be clearly communicated before implementation.

    How long will the review take?

    The review is expected to take several months, including community consultation, draft recommendations, and final adoption by Council. Key dates will be available on the Council website.

    Can I suggest new off-leash areas?

    Yes! The review is seeking community input on potential new dog-friendly areas, improvements to existing spaces, and any concerns about current off-leash or on-leash zones.

    How will my feedback be used?

    All community input will be reviewed and considered when updating the DIPS Strategic Plan. The goal is to create a plan that balances the needs of dog owners, other park users, and the natural environment. 

     

    What is the difference between the online workshop and deliberative forums?

    The online workshop is being held to accommodate people who were unable to attend the in-person workshops held in December 2025. It will cover the key issues and priorities currently facing the Blue Mountains LGA and ensure everyone has an opportunity to hear the same background information and share their views. Anyone may attend the online workshop and will be provided a link to the Teams meeting prior to the session.

     The deliberative forums provide selected group of diverse community members, including non-dog owners, and dog owner of community members with the opportunity to dive deeper into these specific issues. Participants will work together to explore options, consider trade-offs, and help shape practical solutions and recommendations for Council’s consideration. People who have expressed an interest in participating in the deliberative forums will be contacted with further information.
