Blue Mountains City Council has prepared Draft Amendment 25 to Blue Mountains Local Environmental Plan 2015 (LEP 2015) and is now seeking your feedback.

The aim of the Draft Amendment is to include ‘Leuralla Amphitheatre and Dam Sites’ at 29-41 Olympian Parade Leura as a new local heritage item within Schedule 5 of the Blue Mountains LEP 2015.

The Leuralla Amphitheatre and Dam Sites is a highly significant property on the edge of the Leura township and within a visually prominent and landmark location on the escarpment of the Jamison Valley.

It is associated with the already heritage-listed Leuralla property, the site of the former Toy and Railway Museum, which is situated on the opposite side of Olympian Parade and comprises a house and formal gardens across several acres.

The Planning Proposal for the Draft Amendment was considered at the 30 June 2026 Council Meeting. At this meeting, Council resolved to send the Planning Proposal to the NSW Department of Planning, Housing and Infrastructure (DPHI) for a Gateway Determination.

A Gateway Determination was issued by DPHI on 6 August 2026 confirming that the Planning Proposal may proceed to public exhibition. Progress of the Proposal can also be monitored on the NSW Government Planning Portal website.

Draft Amendment 25 is on public exhibition from Wednesday 19 August until Wednesday 16 September 2026.
