Blue Mountains City Council has prepared a planning proposal which seeks to amend Schedule 3 of Blue Mountains Local Environmental Plan 2015 (LEP 2015) to introduce a complying development pathway for secondary dwellings within an existing principal dwelling in the C4 Environmental Living and C3 Environmental Management zones.
The purpose of this Planning Proposal is to support the provision of additional housing located within the footprint of an existing dwelling, better utilising existing housing stock, increasing dwelling supply, and improving housing diversity and affordability within the Blue Mountains LGA.
The proposed Amendment is on public exhibition from Wednesday 4 March until 5pm Wednesday 1 April2026.

Mail to Chief Executive Officer, Blue Mountains City Council, Locked Bag 1005, Katoomba, NSW, 2780. Please include ‘Submission to Amendment 24 to LEP 2015’ in your subject heading.
Submissions will close on Wednesday 1 April 2026, 5pm.
